Sam is a data-driven urban planner who distills complex real estate and economic trends to advance public policy goals.

As a Project Manager, Sam is motivated to support clients’ decision-making processes with nuanced technical and qualitative insights. Her work covers a range of scales and land uses for municipalities, public agencies, foundations and regional governing bodies. Select work includes developing affordable housing strategies for Dane County, WI; identifying likely future development outcomes associated with alternatives for the I-794 interchange in downtown Milwaukee; assessing characteristics of commercial corridors throughout Chicago to identify strategic public interventions to improve and support their vitality; and evaluating public financial assistance requests for large-scale, planned mixed-use development as part of the State of Michigan’s Transformational Brownfield Plan program. Prior to joining SB Friedman, Sam was a senior associate at Strategic Economics, an urban economics consulting firm in Berkeley, California.
