Park City Communities was awarded a Choice Neighborhoods Planning Grant through the U.S. Department of Housing and Urban Development in September 2023 to support the redevelopment of distressed public housing and expand health, education and income-related services for residents of the Hollow neighborhood. SB Friedman prepared a market study with a specific focus on the Charles F. Greene Homes site.

SB Friedman completed a draft market study in January 2025. The Hollow Choice Neighborhood Transformation Plan: A Vision for Revitalization and Community Growth was released in November 2025.
