Communities across New Mexico sought amendments to Metropolitan Redevelopment (MR) legislation that would allow local jurisdictions to capture gross receipts tax (GRT) increment to fund significant redevelopment. The Albuquerque Metropolitan Redevelopment Agency engaged SB Friedman to conduct an independent financial analysis supporting the legislative effort and, following the amendments' passage, to research national TIF best practices to inform the Agency's evolving programs.

Analyzed key fiscal, economic and development trends for potential MR Areas in Albuquerque, Las Cruces and Ruidoso
Built a financial analysis model with sensitivity testing to evaluate the impact of proposed MR policy changes against a "Do Nothing" scenario
Drafted a memo summarizing key findings and policy implications to support the legislative drafting and amendment process
Researched national best practices on TIF program governance, fund deployment strategies and transparency requirements
Synthesized findings and prepared recommendations on taxing agency participation and reporting requirements to ensure accountability around the use of TIF
Drafted policy criteria for establishing future MR Areas in Albuquerque
Results
Our analysis found that enhanced MR Areas could significantly increase long-term community investment beyond current trajectories, supporting a statewide MR policy amendment. The amendments were signed into law in April 2023. The City of Albuquerque designated its first TIF districts in December 2024.
SB Friedman subsequently delivered a TIF best practices guide to the Agency in August 2024 and presented findings at a public webinar in March 2025. We continue to advise the Albuquerque Metropolitan Redevelopment Agency on TIF, incentives and redevelopment policy matters.
