Working at the helm of a multi-disciplinary team, SB Friedman guided both phases of the planning process — from visioning through implementation — in close collaboration with the City of Chicago, community members, and local leaders. The process was grounded in equity and shaped by robust public engagement across neighborhoods citywide.
Work Completed
Conducted comprehensive analysis of existing conditions and trends across eight community development pillars to assess the state of the Central Area and identify key challenges and opportunities
Led multifaceted community engagement through open houses, pop-up events, focus groups, and public and youth surveys
Drafted vision statements for each community development pillar
Researched ongoing city initiatives and global case studies to develop strategies and actions for an implementable plan
Analyzed historic changes and current market conditions to estimate future real estate demand for residential, office, and hotel uses and identify likely growth locations
Produced visualizations of catalytic development projects and potential growth opportunities throughout the Central Area
Results
Phase 1 wrapped up in December 2023, generating over 6,300 community responses and culminating in draft vision statements for each pillar. The Central Area Plan 2045 was adopted by the Chicago Plan Commission in December 2025 and now serves as the roadmap for equitable growth and development in Chicago's downtown for the next two decades.
