Over nearly two decades, we have supported the City with a range of development advisory services, from area planning and TIF district designation to evaluating developer requests for financial assistance and structuring redevelopment agreements. This has helped attract private investment and bring key sites back into productive use.

Work Completed

Prepared a detailed revitalization plan for the Old Town and Civic Center areas, including market and prototypical financial feasibility analyses and development concepts 


Assisted with all aspects of TIF district designation for the Old Town Civic Center TIF District; also helped evaluate developer requests for City financial assistance and structure agreements to support redevelopment 


Assisted the City in evaluating proposed land prices from developers and financial analyses for the Civic Center Redevelopment Site, resulting in a 27-unit residential project 


Helped evaluate a developer request for City TIF assistance for the Lexington Trace Subdivision, supporting the negotiation of deal terms that resulted in the development of a 106-unit project that includes a mix of rowhomes and townhomes 


Prepared incremental property tax projections and conducted preliminary pro forma review and returns analysis for an additional proposed residential project

Results

SB Friedman's long-term advisory relationship with the City has supported the completion of multiple development projects and the establishment of a new TIF district, with ongoing work continuing to advance the City's development goals.
