The City of Council Bluffs was exploring the potential redevelopment of the Dodge Riverside golf course. They engaged a team led by HDR to prepare a master plan for the site. As a part of the master planning team, SB Friedman provided market and fiscal insights to assist the City’s decision-making process. 

Tasks Completed

Assessed market feasibility for multiple housing typologies, including for-sale single-family, multifamily rental, townhomes and condominiums  


Informed the development program included in the master plan with residential market findings  


Conducted a commercial market analysis  


Projected incremental property taxes generated by the proposed development program to assess the ability of new development to help fund infrastructure costs over time

Results

SB Friedman's findings were incorporated into the final master plan, which the City of Council Bluffs used to inform decisions on whether to pursue redevelopment of the Dodge Riverside golf course. Ultimately, the City elected to keep the site as a golf course in the near term.
